IMPORTANT LEGAL & FACILITY NOTICE: Cell Chatter is an automated telecommunications and message-bridging relay. All telephone calls, voice transmissions, recordings, transcriptions, and text messages routed through this service are non-privileged, electronically logged, and subject to real-time interception, recording, and monitoring by correctional institution staff and law enforcement authorities.

1. Agreement to Terms

These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("User," "you," or "your") and Cell Chatter ("we," "us," or "our") concerning your access to and use of cellchatter.com, our Interactive Voice Response (IVR) phone lines, and SMS/text messaging channels. By accessing the service, creating an account, dialing our hotline, or replying to text notifications, you acknowledge that you have read, understood, and agreed to be bound by these Terms.

2. Description of Services

Cell Chatter provides telecommunication relay and messaging tools designed to connect individuals with contacts via:

Inbound voice hotline services with account-based voice mailboxes.
Automated voice synthesis (Text-to-Speech) and audio transcription (Speech-to-Text).
Two-way text message delivery bridging cell phones and voice accounts.
AI-assisted voice inquiry and automated response features.

3. SMS / Mobile Messaging Terms (A2P 10DLC & CTIA Compliance)

By registering your mobile number or initiating an SMS interaction to our hotline number ((909) 455-9962), you agree to receive automated transactional and conversational text messages from Cell Chatter.

Program Description: Cell Chatter Inmate & Family Message Bridge alerts, delivery notifications, and two-way text relays.
Message Frequency: Message frequency varies based on communication volume and account usage.
Cost: Message and data rates may apply depending on your mobile carrier and mobile service plan.
Opt-Out: You may cancel the SMS service at any time. Simply reply STOP to any message received from us. You will receive an SMS confirming your opt-out.
Help / Support: For assistance, reply HELP to any message or contact our team at support@cellchatter.com.
Carrier Disclaimer: Mobile carriers are not liable for delayed or undelivered messages.
Privacy: We strictly protect mobile data. No mobile phone numbers or opt-in consent collected for SMS communication will be sold, rented, or shared with third parties or affiliates for marketing purposes.

4. Account Registration, Security & Balances

PIN Security: You are responsible for maintaining the confidentiality of your 4-digit PIN and 8-digit Account Number. Any activity conducted under your credentials is your responsibility.
Prepaid Balances: Certain features (such as sending outbound text messages or querying the AI assistant) require an active account balance. Balances are deducted per action according to posted system rates.
Non-Refundable: Prepaid account deposits and promotional balances are non-refundable and non-transferable, except where required by applicable law.

5. Artificial Intelligence (AI) Assistant Usage

Cell Chatter offers automated voice queries powered by artificial intelligence. AI responses are generated algorithmically for informational and entertainment purposes only. Cell Chatter makes no guarantees regarding the accuracy, timeliness, or completeness of AI-generated answers and disclaims liability for decisions made in reliance on AI output.

6. Prohibited Activities and Conduct

You agree not to use Cell Chatter services to:

Violate any local, state, federal, or correctional institution rules or regulations.
Transmit threats, harassment, extortion, hate speech, or defamatory statements.
Circumvent active court orders, restraining orders, or protective orders.
Distribute unlawful, fraudulent, or sexually explicit material.
Interfere with, overload, or disrupt the telecommunications infrastructure or servers.

We reserve the right to immediately terminate or suspend any account found in violation of these rules without refund.

7. Disclaimer of Warranties & Limitation of Liability

The service is provided on an "AS-IS" and "AS-AVAILABLE" basis. We do not warrant that phone lines, carrier networks, speech engines, or text relays will be error-free or uninterrupted. In no event shall Cell Chatter, its operators, or affiliates be held liable for indirect, incidental, or consequential damages resulting from connection failures, facility blocking, or message delays.

8. Modifications to Terms

We reserve the right to revise or update these Terms at any time. Updated versions will be posted directly to cellchatter.com/terms.php with a revised effective date.
